Hate Crime

A hate crime is a criminal offense committed against a person or property that is motivated by hatred towards someone who belongs to a social group: in most cases victims are members of racial, ethnic, national, religious or sexual orientation communities.

Hate crimes are distinguished from other offenses, because their impact goes beyond the direct victims: symbolically they are always attacks against the whole community - thus they create a sense of insecurity within the whole community. Another feature of hate crimes is that if proliferate they increase the danger of retaliation, thus the possibility of a widening conflict that has a potential to carry security policy risks beyond specific cases.
